Download the file, extract it and put the single resulting file in the Windows Live Writer plugin folder (see how to manually install a Windows Live Writer plugin).

There are no configurable options.

When you’re ready, click the Insert Technorati Tag… menu entry on the insert sidebar or on the insert menu dropdown.

Enter your tags. Watch out — they’re separated by a semi-colon, not by a space or colon as is usual.

Click OK and the result appears in your blog post (note: style will differ per blog).

The plugin can control the URL Community Server gives to your post.

Through the plugin you can also tag your post — and create new tags on the fly as you would otherwise do through the Community Server control panel.

Note: the plugin requires the Community Server MetaBlogExtender and CSModule to be in place to function correctly.

Insert Technorati Tags

The plugin comes with an installer.

After installation an Insert Technorati Tags entry appears in your Insert menu sidebar and/or dropdown.

Tags are entered as comma separated values which makes using multi-word tags a lot easier.

There is no option to define a template but out of the box the plugin performs as expected: good.

Blogus

Now adding Blogus tags has become easy with the Insert Blogus Tags plugin for Windows Live Writer.

Extract the file and install the plugin manually (how to install Windows Live Writer plugins manually?).

When you click the Insert Blogus Tag that appears in the Insert menu dropdown (and/or sidebar), enter your comma-separated Blogus tags in the window that pops up.

OK it and split seconds later your Blogus tags are in place.

Of course Blogus users can also go with Multiple Tag which through its use of templates can be extended to tag for any tagging service.

Once you’re done writing your post, hit the Insert My Delicious button the in the Insert menu in the sidebar or in the insert menu dropdown.

Now the magic begins… You can add manual tags, of course, but the plugin retrieves your tags from your del.icio.us account. Click on any of them to insert that tag: utter consistency in tagging!

Tags can be inserted formatted for Del.icio.us, Flickr or Technorati.

Unlike Multiple Tag and Tag4Writer you cannot change the tag templates nor define other services.

Multiple Tag

Tagging is again done by hitting Insert Tags… on the Insert menu in the sidebar or the Insert menu dropdown. You enter your tags and, as is the case with Tag4Writer, they are appended to your post, formatted and all.

A cool difference is that Multiple Tag allows for editing of the tags without having to delete the existing tags or go into HTML mode. As soon as you post your tags they are displayed in a properties panel. Here you can edit your tags and re-insert them. Want to edit your tags at a later date? Click on your tags, they appear in the properties panel and you can again edit them. Very cool idea.

Multiple Tag by default supports tags for Technorati but supports tagging for Technorati, delicious, Flickr, IceRocket, Buzznet, 43things and LiveJournal. You can also add your own custom tags. Unlike Tag4Writer you can add as many custom services as you wish.

The template(s) for each tagging service can be modified so that the tags appears exactly as you like them.

Notes from the developer:

When you first run the program, a XML-file will be created in the plugin directory of Windows Live Writer. This XML-file holds the information about the tag-sites
By default only Technorati tags will be inserted into your post
You can change the tags to be inserted into your post by editing the XML-file changing the tag “inUse”
Edits you make to the tag-templates will not be saved in this beta-version
Edits you make to the HTML-template will be saved in this beta-version
Sites you add will be saved in this beta-version

Multiple Tag is a manual installation plugin. Simply place the DLL file in the Plugins directory in your Windows Live Writer installation folder and (re)start Windows Live Writer.

True, Windows Live Writer comes with a keywords field but when used with blogs such as WordPress it doesn’t do anything unless you hack core WordPress files.

Introduce Tim Heuer’s Tag4Writer plugin for Windows Live Writer.

It does what it says on the box and although Tim claims it is simple, it is more than "good enough".

Once installed, when you’re done with your post click the Insert Tags… option on the insert menu in the sidebar or in the Insert menu dropdown. Insert your tags separated with a comma. When you click the Insert button it adds those tags, Technorati-formatted, to the end of your post.

What makes Tag4Writer that tad bit more special is its options screen. Here the tags are defined for Technorati, delicious, Flickr, IceRocket, Buzznet, 43things, LiveJournal — and one custom setting.

Beneath the tag formatting is an input box where you can define a template of how the tags you entered will be presented.

Technorati is the first option in the tag list. You can set it to any of the providers — but only in the options screen. Once you click the Insert Tags menu entry from Tag4Writer you cannot switch back and forth.

Excellent plugin.
